What is the difference between cleaning and disinfecting?

Cleaning removes dirt and some germs through mechanical action. Disinfection kills the remaining micro-organisms using an approved product that must stay in contact with the surface for a set time. A dirty surface cannot be properly disinfected — the two steps go together.
